He may fly for a little, but he will come down to land. Once the glow wears off he is invulnerable again, and can fly again - so you need to Dragonrend him again.

If you fire the shout and he doesn't glow then you missed. Only the dragonborn uses it. He really couldn't hurt me much in the air anyway too much elemental protection so once he got good and stationary, I'd hit him with dragonrend and then tear into him with my sword when he landed like any dragon.
